What is open nowEPC assessors and retrofit professionals covering Leamington Spa
Royal Leamington Spa lies about eight miles south of Coventry. Its Regency and Victorian centre is protected by a conservation area and a long list of listed buildings, many of them now divided into flats. South of the River Leam, terraced streets have housed University of Warwick students for decades. Both make for demanding EPCs, and both reward a careful survey.
Leamington's housing, and how it rates
- Regency and early Victorian townhouses and villas around the Parade, Clarendon Square and Lansdowne Crescent. Solid walls, tall sash windows and high ceilings. These buildings rarely score well, and what can be done to them is limited by their protection.
- Flat conversions. A flat's rating depends heavily on what is above, below and beside it. A basement flat and a top-floor flat in the same building can end up with quite different results.
- Victorian terraces in the Old Town and south Leamington, many of them let to students as shared houses.
- Twentieth-century family housing in Lillington, Milverton, Whitnash and Sydenham. Mostly cavity-walled, and more predictable to assess.
Listed and conservation area homes
A listed building is not automatically exempt from needing an EPC. The exemption applies only where the work needed to meet minimum energy requirements would unacceptably alter its character, and GOV.UK advises asking the council's conservation officer.
The government has said it intends to remove that exemption, so that protected buildings need a certificate when they are sold or let. If you own one, it is worth knowing its rating now.
Leamington landlords: licensing and floor plans
Warwick District Council, which covers Leamington Spa, has tightened the rules on shared houses in recent years.
- Additional licensing applies across the whole district. Since 18 January 2024, every HMO with three or four occupants has needed a licence, alongside the larger HMOs covered by the national mandatory scheme. The scheme runs for five years.
- Licence applications ask for professionally drawn floor plans, together with gas, electrical and fire safety certificates.
- An Article 4 Direction covers Leamington Spa, so turning a house into a small HMO there generally needs planning permission.
- Failing to license an HMO can lead to prosecution or a civil penalty. Since 1 May 2026 the maximum civil penalty has been £40,000.
We can produce the EPC and the floor plan in one visit, which saves your tenants a second appointment. For the minimum standard itself, including band C by 2030, see our landlord guide.
Retrofit, grants and renewables in Leamington Spa
Improving a Regency or Victorian building is a different job from improving a 1970s semi. Solid walls have to be able to shed moisture, sash windows may be protected, and what can be fixed to the outside is limited.
- Protected buildings. Listed buildings do not have permitted development rights for heat pumps or solar panels, and in a conservation area neither can go on a wall that faces the road. Speak to Warwick District Council's planning team before committing to anything.
- A plan before the work. A PAS 2035 retrofit assessment records whether a building is of traditional construction or has heritage value, because that changes which measures are safe. We carry out those assessments across the town, and coordinate the work that follows.
- Grants. Warwick District Council delivers the Warm Homes: Local Grant with Act on Energy. Demand has been high, and the council has closed the scheme to new applications and run a waiting list. The Boiler Upgrade Scheme gives £7,500 towards a heat pump, claimed through an MCS certified installer.
Our guides to grants and schemes, heat pumps and solar panels go into the detail. Local schemes open and close as funding is allocated, so check the council's own page before relying on any of this.

Your certificate is lodged on the government register, with a digital copy for you. Plans and reports arrive as digital files.
Does my listed flat in Leamington need an EPC?
Probably. Listed buildings are exempt only where meeting the minimum energy requirements would unacceptably alter their character or appearance, and the government plans to remove that exemption. Ask the council's conservation officer if you are unsure, and consider getting a certificate anyway so that you know where the property stands.
Do I need a floor plan for an HMO licence in Leamington?
Warwick District Council asks for professionally drawn floor plans with HMO licence applications. We can draw one from the same visit as the EPC.
Can you survey student houses between tenancies?
Yes. The gap between tenancies is short, so book as early as you can and tell us the dates.
Why did my period flat get a low rating?
Solid walls, single-glazed sash windows, high ceilings and electric heating all count against a rating. The EPC reflects the building, not how carefully you run it. We will show you which elements are responsible and what, if anything, can be done within the limits of its protection.
Can I fit solar panels or a heat pump to a listed building in Leamington?
Not under permitted development. A listed building needs consent, and in the conservation area there are extra limits on where equipment can go. Ask Warwick District Council's planning team first. We can tell you what the building would gain, so that you know whether the application is worth making.
Do you provide retrofit assessment and retrofit coordination in Leamington Spa?
Yes. Every Retrohaus service is available in Leamington Spa: Energy Performance Certificates for homes and business premises, PAS 2035 retrofit assessment, retrofit coordination, energy advice and floor plans.
How much does an EPC cost in Leamington Spa?
Domestic EPCs start from £50, commercial EPCs from £150 and floor plans from £35. The price for your property depends on its size and layout, and we confirm one figure before you book. See how our prices work.
