Scheme and installer support
Retrofit assessment and coordination for Warm Homes schemes, social landlords and installers
Funded retrofit runs on evidence: an assessment before the work, a coordinator through it and a lodgement after it. We provide all three for social housing providers, local authorities and the solar PV and air source heat pump installers who fit the measures.

Who we support
Retrohaus Energy Consultancy provides retrofit assessment and retrofit coordination for homes improved under Warm Homes schemes, and we support the social housing providers and local authorities that deliver them. We also support solar PV and air source heat pump (ASHP) installers, including the work they deliver under grant schemes.
Social housing providers
Housing associations and stock-owning councils improving homes below band C under the Warm Homes: Social Housing Fund.
Local authorities
Councils and their delivery partners running the Warm Homes: Local Grant for low-income households in privately owned homes.
Solar PV installers
MCS certified firms fitting solar panels and batteries under funded schemes, who need the PAS 2035 roles covered independently.
Heat pump installers
MCS certified firms fitting air source heat pumps under the Warm Homes schemes and the Boiler Upgrade Scheme.
What the schemes require, and what we provide
| Scheme | What the rules ask for | What we provide |
|---|---|---|
| Warm Homes: Local Grant | PAS 2035:2023. Homes rated D to G. Installers registered with TrustMark and certified to PAS 2030 or by MCS. Every measure lodged with TrustMark by a Retrofit Coordinator. | EPCs to evidence the starting band, retrofit assessments, coordination and lodgement |
| Warm Homes: Social Housing Fund | PAS 2035:2023. A Retrofit Coordinator advises on the measures. Homes brought up to band C where that can be done within the cost cap. Measures lodged on the TrustMark Retrofit Portal. | Stock EPCs, retrofit assessments, coordination, lodgement, and EPCs after the work |
| West Midlands devolved retrofit pilot | PAS 2035 and PAS 2030, with lodgement through TrustMark mandatory. | The same services, for organisations delivering in the seven council areas |
| Boiler Upgrade Scheme | An MCS certified installer. An EPC is no longer a mandatory requirement. | EPCs before and after for your customer, and an independent view of the building |
| ECO4, to 31 December 2026 | TrustMark registered installers. | Assessment and coordination for projects completing before the scheme closes |
What we deliver
- EPCs before the work, with the evidence file, to establish each home's starting band
- PAS 2035 retrofit assessments using RdSAP 10: condition, occupancy, ventilation and energy, with measured plans and photographs
- Retrofit coordination: a review of each assessment, the medium-term improvement plan, design liaison, site inspections and the evidence record
- TrustMark lodgement of the completed project
- EPCs after the work, so that the result is on the public register
- Access arranged directly with residents, landlords or agents
We do not install measures. The design and fitting of each system stay with the Retrofit Designer and the installer.
For solar PV and heat pump installers
You fit the system. Funded schemes also need someone to assess the home first, to decide whether the measure suits it and to record that it went in properly. Under PAS 2035 those are separate roles. The Local Grant guidance says that whether a home is suitable for a heat pump should be determined by a Retrofit Coordinator or another competent professional.
- An assessment before design, so that ventilation, damp and the condition of the building are known before a measure is specified.
- A coordinator who does not install or supply the measures.
- Evidence gathered as the job goes, so that lodgement is not held up by a missing photograph.
- EPCs before and after, for your customer and for the scheme.
For private installations and Boiler Upgrade Scheme work, where PAS 2035 is not required, we can still provide the certificate that records what your system has added.
For social housing providers and local authorities
Bringing a stock up to band C starts with knowing where each home stands. We survey, we assess and we coordinate, and we report in a form a programme team can use.
- EPCs across a stock or an estate, set out on request in one schedule showing each home's rating, expiry date and distance from band C.
- Retrofit assessments across a programme, carried out to one standard.
- Coordination through design, installation and handover, with site inspections wherever the standard requires them.
- Lodgement with TrustMark, and EPCs after the work to show the band each home has reached.
In the West Midlands the Warm Homes: Local Grant and the Social Housing Fund are devolved to the combined authority and delivered with the seven councils. The standards are the same.

How we work with you
From scope to lodgement in five stages.
Scope
You tell us the homes, the measures, the scheme and the deadlines. We tell you what the standard asks of them.
Assess
A retrofit assessment of each home, with an EPC where the scheme needs the starting band evidenced.
Plan and design
An improvement plan for each home, and design checks so that insulation, ventilation and heating work together.
Install and inspect
Your installers carry out the work. We inspect at the points the standard requires and keep the record.
Lodge and certify
Completion checks, TrustMark lodgement and a new EPC showing what the home has gained.
Questions from delivery teams
Before you appoint us.
Which schemes do you support?
Any scheme that requires PAS 2035, including the Warm Homes: Local Grant and the Warm Homes: Social Housing Fund, and ECO4 projects finishing before that scheme closes on 31 December 2026. We also provide assessments and certificates for privately funded work and for Boiler Upgrade Scheme installations.
Do you work for the installer or for the client?
Either can appoint us. Whoever does, the Retrofit Coordinator's duties under PAS 2035 are the same: to see that the right measures are designed for the home and installed properly. We do not install or supply the measures.
Can you take on a programme of several hundred homes?
Tell us the number of homes, where they are and the timescale, and we will say plainly what we can take on and when. We would rather agree a realistic programme at the start than fall behind in the middle of one.
Do you cover areas outside the Midlands?
Retrofit coordination is available nationwide. Site surveys, including retrofit assessments and EPCs, are carried out across the Midlands, and further afield by arrangement for larger programmes.
Are you a grant provider or a managing agent?
No. We do not hold or award funding. We provide the assessment, coordination and certification that funded work requires, for the organisations that deliver it.
What do you need from us to quote?
The number and type of homes, where they are, the measures planned, the scheme and its deadlines, and whether you need assessment, coordination or both. We reply within 24 hours.
