What is open nowEPC assessors and retrofit professionals covering Leicester
We travel to Leicester from Coventry, about 23 miles away, so we are best placed there to help landlords, letting agents, housing providers and installers with more than one property to assess. Booking several together keeps the cost down and means one team and one standard across your properties. Single properties are welcome too.
The 2021 Census counted about 368,600 people in the city. Nearly three households in ten rent privately, up from fewer than one in four in 2011, and a further 23% rent from the council or a housing association. That is a great many homes with a certificate to keep in date and a standard to meet.
Leicester's housing, and what to expect
- Victorian and Edwardian terraces in Highfields, Clarendon Park, the West End and Belgrave. Solid walls, and many shared houses in the streets near the two universities.
- Interwar and post-war estates in Braunstone, Saffron, New Parks and Eyres Monsell. Where a house is of non-traditional construction, that has to be identified correctly for the certificate and for any insulation that follows.
- Larger period homes in Stoneygate and Knighton, some of them inside the city's 25 conservation areas.
- City centre apartments, including converted factories and warehouses. Mostly electrically heated, where the type of heating and hot water system makes a large difference to the rating.
- Newer homes at Hamilton, many with an EPC from the builder that may still be valid.
Licensing in Leicester
If you let property in Leicester, check the licensing position before anything else.
- Selective licensing has applied since October 2022 in parts of Braunstone Park and Rowley Fields, Fosse, Westcotes, Stoneygate and Saffron. The council charges £1,290 for a licence. The current designation ends on 9 October 2027, and the council says the scheme will be reviewed that month.
- The application asks for an EPC and a floor plan, along with gas, electrical and fire safety documents. We can produce both from one visit.
- Large HMOs need a mandatory licence, for which the council charges £900.
- Article 4 Directions mean that turning a home into an HMO needs planning permission in the areas they cover. The first came into force in 2014, and a later one covers a greater area of the city.
- Leicester City Council enforces both sides. As a unitary authority it deals with rented homes below the minimum energy efficiency standard and, through its own Trading Standards service, with properties marketed without a certificate.
Privately rented homes in the city are due to reach the equivalent of band C by 1 October 2030. Our landlord guide explains the rules and the £10,000 cap.
Retrofit, grants and renewables in Leicester
- Warm Homes: Local Grant. Leicester City Council delivers it with Sustainable Building Services UK. When we last checked, applications were closed because the year's funding had been allocated, and the council said they may reopen in 2028, subject to funding.
- Homewise. The council offers a free online retrofit planner that builds a personalised improvement plan from details you enter about your home. It is a useful first look. A survey tells you what is really there.
- Solid-walled terraces. Insulating these safely means dealing with moisture and ventilation at the same time, which is what a PAS 2035 retrofit assessment is for.
- Boiler Upgrade Scheme. £7,500 towards a heat pump, claimed through an MCS certified installer.
We provide retrofit assessments, coordination and TrustMark lodgement for installers and housing providers working in Leicester, as well as for individual owners and landlords.
Our guides to grants and schemes, heat pumps and solar panels go into the detail. Local schemes open and close as funding is allocated, so check the council's own page before relying on any of this.

Do you cover all of Leicester?
Yes, across LE1 to LE5. We travel in from Coventry, so a little notice helps, and landlords with several properties can book them together.
Does my Leicester rental need a selective licence as well as an EPC?
If it is in one of the designated areas, yes. Selective licensing has applied in parts of Braunstone Park and Rowley Fields, Fosse, Westcotes, Stoneygate and Saffron since October 2022. Leicester City Council publishes a map, and the application asks for an EPC and a floor plan among other documents.
Can you produce the EPC and the floor plan for a licence application together?
Yes. Both come from the same visit, so your tenants only need to give access once.
Is the Warm Homes: Local Grant open in Leicester?
When we last checked, Leicester City Council said applications were closed because the year's funding had been allocated, and that they may reopen in 2028, subject to funding. The council also offers a free online retrofit planner called Homewise.
Can you take on a portfolio or a retrofit programme in Leicester?
Yes. We plan visits by area, arrange access with tenants or agents, and provide retrofit assessment and coordination for funded programmes as well as certificates.
Do you provide retrofit assessment and retrofit coordination in Leicester?
Yes. Every Retrohaus service is available in Leicester: Energy Performance Certificates for homes and business premises, PAS 2035 retrofit assessment, retrofit coordination, energy advice and floor plans.
How much does an EPC cost in Leicester?
Domestic EPCs start from £50, commercial EPCs from £150 and floor plans from £35. The price for your property depends on its size and layout, and we confirm one figure before you book. See how our prices work.
